ASF research has concluded that the advent of the steering lock in 1969 (FMVSS 114) as an anti theft measure, has actually aided auto theft for the reason that, once the steering lock is easily defeated (in usually under sixty seconds) the vehicle then can be started. No longer is automobile electrical systems knowledge required, as it was to "hotwire," the pre 1969 vehicles.

According to the IAATI (contacted recently by ASF about this crisis) the value of autos stolen nationwide in 1994 is 7.6 BILLION DOLLARS.
